Ukrainian pension recipients who are temporarily abroad, including those staying in Canada, must pass the Pension Fund of Ukraine (PFU) physical identification by 31 December 2026 to keep the pension paid from 1 January 2027. The PFU has sent individual reminders to these recipients through its portal and app, Debet-Kredit reported on 21 September 2026. From Canada, three routes work without travel: a PFU video call, a PFU portal login with Diia.Signature, or a Ukrainian consulate certificate that the person is alive, sent to the PFU office.
Physical identification is an annual identity check that the PFU requires from recipients temporarily abroad or living on occupied territory, with a deadline of 31 December each year. According to Debet-Kredit (21 September 2026), the reminder sits in the recipient’s PFU portal under “Мої повідомлення” → “Індивідуальні повідомлення”, and in the PFU app under “Повідомлення”.
The rule comes from Cabinet of Ministers Resolution No. 299 of 11 February 2025. It covers Ukrainian citizens who spent at least 183 days abroad in the calendar year, or hold temporary protection or refugee status abroad, and have not arranged permanent residence abroad under Ukraine’s exit and entry law. Two groups fall outside it: pensioners who have arranged permanent residence abroad, and recipients whose pension is paid on the terms of an international treaty ratified by the Verkhovna Rada. Their payment follows other rules, so check the status with the PFU office first.
If the PFU office has no identification record on 31 December, the pension stops from 1 January. Payment resumes after identification within one year of the stop, or on an application for resumption with PFU video identification; recipients abroad may post that application. The missed months are paid on the terms of Article 46(1) of the Law “On Compulsory State Pension Insurance”.

A Ukrainian embassy or consulate certifies that the pensioner is alive, and the pensioner sends that certificate with a statement to the PFU office that pays the pension. Article 38 of the Law “On Notariat” lists this consular act. A consular fee applies; the same article exempts some groups, including people with Group I or II disability. Delivery: registered or declared-value mail to the PFU territorial office, or scans filed through the PFU portal with a qualified electronic signature.
